Skye Constantine has over 20 years of experience in homelessness, social housing, and housing justice work.

Skye is experienced in project management, training development, community development, research and evaluation, service design, policy and planning, grants and reporting, operations management, and frontline services including case management, tenancy management, and street outreach. They have completed training in occupational therapy, psychology, social sciences, education, and management. Following doctoral research into the possibilities of lived/living experience participation and ending homelessness, Skye co-founded the Lived Experience Led Homelessness Collective.

Skye is especially interested in the possibilities of collaborative work and capacity building for housing justice and prosocial change. They bring their extensive and varied professional and lived experiences to support diverse groups to confidently pursue both shared and personal ambitions.

Skye’s approach to training, supervision, and consultation is to start with the wisdom of lived/living experiences and to encourage reflective practices that consider proactive and purposive problem solving, the influence of personal/shared values, a critical engagement with the evidence in contemporary research, and the possibilities that could be developed using conventional/traditional knowledges. They are keen to learn alongside you, identifying new opportunities for personal and collective growth and wellbeing.

Skye has worked with lived/living experience led groups, community services, activist groups, peak bodies, and social housing providers in New South Wales, Victoria, Queensland, South Australia, and across jurisdictions. They are available remotely and on location across Australia.

Christine Thirkell

associate consultant

Christine has held a lifelong commitment to social justice issues and has spent the past 10+ years bringing this, a professional background in education and counselling, and the learnings of her lived experiences, to the homelessness services sector.

Christine has worked as an advocate, author, public speaker, consultant, sector/government advisor, educator, co-researcher, and co-designer. From these, Christine has gained a comprehensive understanding of how homelessness services are developed and delivered, and the impacts of service/sector/policy decisions on people seeking assistance.

Christine is passionate about nurturing and promoting the value of effectively embedding lived/living experience influence in the homeless sector, beyond the work of storytelling and limited consultation. Perceiving a need for people with lived/living experiences of homelessness to use the knowledge they have gained through their experiences on their own terms, Christine co-founded the Lived Experience Led Homelessness Collective (LELHC). LELHC is a nationwide peer network that aims to create a mutually supportive place to explore issues of homelessness as a structural issue and for the personal development of new understandings, skills, and aspirations.

Christine continues to explore opportunities to achieve systemic and structural change through the promotion of best practices, the nurturing and embedding of lived/living experience/expertise at all levels of the homelessness sector, and the lobbying of governments to ensure access to housing for all.

In her free time Christine enjoys visual art, creating works inspired by moments spent out in nature. She is also an avid listener and supporter of live music – support musos!

Jason Russell

associate consultant

Jason has been working in the homelessness sector for 20+ years: 10 as a client volunteer at a drop-in centre and 10+ as a lived/living experience advisor.

His work includes advocacy, advisory, collaboration, co design, and facilitation roles with service providers, councils, police, education, research, government, and interconnected services. He has presented at conferences and sat on panel discussions throughout Australia and is currently involved in the co-development of various programs to support housing justice.

Jason holds unique knowledge about rough sleeping in city metro areas and the impacts of practice and policy on people sleeping rough and the wider homeless community. Jason firmly believes in the Housing First model where no one is considered too complex to be housed. He believes that given the opportunity, and with the right support, people have an innate drive to maintain housing, enabling them to heal and begin to thrive as a productive member of society.

As a saltwater man from the Birabri tribe, Jason also brings these life experiences and culture to his work. He encourages the consideration of, and reflection on, First Nations culture and generational trauma in responding to client needs. He is currently involved with the Victorian Indigenous Statewide Homelessness Network and has worked alongside Ngwala Willumbong Aboriginal Corporation.

Jason has developed an immersive approach to exploring the realities of rough sleeping and navigating access to homelessness services. He leads guided walks of his journey through homelessness, reflecting on his experiences of belonging, pride, loss, systemic barriers, healing, and his eventual re-engagement with community.

Jason has been working in collaboration with Constantly Learning since 2026 as a subject matter expert.
